NCD issues statement on HCBS rule

WASHINGTON–Today the National Council on Disability released the following statement regarding the Centers for Medicare & Medicaid Services (CMS) new rule on home and community based services (HCBS):
“NCD applauds the Biden Administration’s systemic investment in home and community based services and strengthening the direct care workforce. The CMS Access Rule in particular is necessary for people with disabilities who rely on the direct care workforce for inclusion in the community.”
On Monday, CMS released the final Ensuring Access to Medicaid Services rule (Access Rule). The final rule advances access to care and quality of care, and will improve health outcomes for Medicaid beneficiaries across fee-for-service (FFS) and managed care delivery systems, including home- and community-based services (HCBS) provided through those delivery systems.
